In this batch, there are two pages on one image; I will refer to them as Left and Right pages.
The left page has a note attached that possibly covers up information, in other words - an overlay. However, in looking at ALL of the reference pages the left page is not included with any other image. If I skip the left page and it doesn't appear anywhere else in another batch, then those 35 deceased individuals will not be indexed unless this mistake is caught elsewhere up the line. Of special note, the 35 deceased individuals are all infants and may not ever appear in any other records within the FS records. Personally, I would hate for these babies to not be documented.
If I go ahead and index the left and right pages, a volunteer reviewer will delete all 35 persons from the left page because there is an overlay. I don't want that to happen.
Can I somehow receive special approval to index the left page along with the right page, and then submit it somehow so it skips over us volunteer indexers/reviewers and goes straight to someone within the FS organization who will approve it as is, even though there is an overlay?
Or is there another option for solving this quandary? I appreciate any and all input, and am grateful to anyone who can solve this dilemma for me.

In my years in indexing, I have not heard of FS giving special permission to any indexer, or reviewer, for any reason. IIRC, Ancestry didn't do it, either, when they had their keying program. If it's an overlay, it's an overlay, but it's possible that the left side is re-scanned at some point.
