Mortality schedules

I'm just a bit confused. The location of deaths are for the state of New York. However all the locations on my current review batch list only the county (Ulster). The person indexing entered Ulster, New York however they left off the New York part when the county changed. I know, for the most part, we don't 'assume' anything. just need some direction. Thanks!

Unless it states at the top of the document Ulster, New York, New York is not indexed.

Thank you. The other batches I've done either had state or county and state listed for each entry.
