Just trying to be clear: we do combine images ie. dec of intention and petition for naturalization when they are of the same person and on the same entry, correct? So many people have are doing 2 separate entries for the same person. Thanks

You will combine the documents. From the pop-up box:
When combining information from multiple non-overlapping documents on the same image for the same individual, use the record number and record date of the Petition for Naturalization.It will be two entries only if the DEC is Image 1 and the PET is Image 2.

Its my understanding that for New York Nats we do make two separate entries; one for each document.

New York Pet is says:
The Oath of Allegiance shown in this image should be indexed as a separate entry.
BUT there is an overlay on the bottom of that page, all the Oath info is clearly seen. I've seen other questions here about that and the answer seems to be not to index anything on a page under an overlay
Did they mean to say it will be indexed separately when not overlayed in another batch? it says it should be indexed just as a separate entry in this batch is one way to interpret that.
Clarification would be very appreciated as in reviewing I see it done both ways

Looking up your batch, the unobstructed OOA is two images from your batch, which means it will be indexed in a different batch.
Image 1 should not be indexed, as the Certificate Of Arrival is the overlay of the PET. The only Nat project we index the Certificate Of Arrival for is Ohio. Even if there is an overlay at the bottom, and you can see everything, or almost everything, that is required, it is not indexed.
Image 2, the OOA only shows the name and application date, with the backs of the DEC and Certificate Of Arrival. Image 2, with the unobstructed PET, should be indexed.0 -

My question was not about that batch tho, it is about the general project instructions for these records
Is it possible to add to the project instructions for How to index the PET that the Oath in the example would not be indexed because of the overlay at the bottom? Right now it says:
"The Oath of Allegiance shown in this image should be indexed as a separate entry."
If there wasn't that overlay I would agree that was a good notation the the Oath would be indexed as a separate entry. But the example clearly shows an Oath with an overlay just on the bottom where we don't use the info so I think this may be causing the confusing where Oaths are being indexed with bottom overlays. I've encountered this a lot
an alternative solution would be to change the example image to an Oath that is clear of overlays

People do not read the instructions fully or not at all. This is a common theme in every project. I've been doing this for 10 years and it will probably always be a problem. We used to be able to send feedback to the indexers when batches were reviewed, but that was jettisoned when we moved from desktop to web indexing.
@Ashlee C., any way possible to get an instruction on combing the DEC and PET. The name change thumbnail is different from the example and any word on getting a Record Place for the PET?

Image 2 is exactly like the Oath in the project instructions example of how to index a petition
it has an overlay but those instructions say " The Oath of Allegiance shown in this image should be indexed as a separate entry."
I'm reviewing a batch where it was not indexed as a separate entry. Should I add it?
I know we don't index anything under the overlays so the example with instructions to do it are confusing,

I can see that Image 1 Oath has an overlay and is not to be indexed.
the unobstructed OOA is in the reference images, which means it will be indexed in a different batch.
I cannot see another Oath for Image 2 in the reference images

any way to ask to have the project instructions example changed to an unobstructed OOA? or remove that sentence that says :

The Oath is part of the second step in the Naturalization process. It determines whether or not someone becomes a Naturalized citizen. The steps: are I intend to become a citizen (DEC, the first step), I am petitioning the court to become a citizen (PET, part of the second step) and I am now a citizen (OOA, part of step two). The entire naturalization process took 3-7 years, on average, with the exception of WWI Naturalizations. That was offered to immigrants who were veterans; come fight for us and we'll make you a citizen." Worked wonders for the armed forces.

I don't know how to make my question clear as it is still unanswered.
I agree the example for how to index OOA is unobstructed.
But in the instructions for how to index a Petition, it definitely states at the end of the instructions that the OOA on the same image should be indexed as a separate entry and that OOA has a small overlay just at the bottom

has just such an OOA, it is exactly like the one in the Petition instructions where it says to index it even though the image has an overlay thus my confusion

I appreciate all the time and effort to answer these concerns.
The question about the OOA with overlay is in the same project instructions example for how to index the Petition for this project where they don't list any record place. So perhaps they could clarify both the record place and the OOA (shown with an overlay but told to index it ) because in reviewing I see a lot of places indexed when you have said to mark it blank.
