Question about "US, New England—Petitions for Naturalization, 1787–1906 [Part G] [MQVP-VQT]"

Hi, I am wondering what the procedure is for indexing/reviewing this naturalization record:

Should a separate entry be created for each image in this record (that is what the person who indexed the record did) or should only one entry be created (meaning that the two images should be treated as one record)?

If only one entry should be created, would I mark the first image as "Yes" for Step 1 and then mark the second image as "No, no extractable data" for Step 2? Then include data from Image 2 in the entry I created for Image 1?

    Image 1 is a Declaration of Intention and Image 2 is an Oath of Allegiance. They are two different steps in the Naturalization process and are indexed as two separate documents.
