Should this be indexed?

I'm indexing batches from US-City Directories part D. I've done several batches and feel like I know what I'm doing. However, I downloaded a batch that looks like it's probably a couple of pages from a phone directory (with five digit numbers). The entries are in numerical order instead of alphabetical order, so it's listing the phone numbers in order and indicating who has each number. That's it. Two pages, three columns each, maybe 100 names/numbers in each column. I can't see anything in the instructions that tells me whether a page like this should be indexed or not, but to me it seems like there is nothing helpful to be gained from finding a name in this format. Please advise, thanks!

    If it has phone numbers and names, it will be indexed.
