How to find this record?

Did you follow the link and see the following:
Indexes and images of immigration cards issued by Brazilian consulates around the world and presented at the port of entry by foreigners visiting or immigrating to Brazil.
These records are housed at the National Archives in Rio de Janeiro. Additional images and indexed records will be published as they become available.

@JBPurdie, I suspect the poster and you are talking at cross-purposes due to FamilySearch's non-transparent presentation of access restrictions: using a public account, there is no image. The index detail page just has an unclickable "Image Unavailable" message, and the Document Information consists of an image number and a Digital Folder Number (108171049) which is neither in the Catalog nor in the Images section. The collection information utterly fails to answer the question posed: how can plain-old users of FS gain access to the immigration card referenced in that index entry? Do they need to travel to Brazil?

There is a similarly-named collection, with images and photographs, on two major for-pay genealogy websites, but I did not find that particular reference there.
There are images on FS, but, for a public non-LDS account, they are not linked or described in a way that makes it possible to locate a particular reference.
