Page number or is it a record number?

I am indexing a petition in the District Court of the United States for the Eastern District of New York to be admitted a citizen.

Image 1 shows the number 46 (highlighted), but kind of looks like it may have been stamped on the page.

Image 2 shows no number on the left page. The right page shows the number 46 (highlighted), but handwritten. I would think that the page numbers would be 46, 47 and 48. So I am inclined to believe that this is actually the record number?

    I'd mark it blank since we don't know if it's a record number or page number.

    Every indexing project should include a document that explains how to properly index items within the project. There should be no guesswork. Please review that document.

    If this document is missing or this issue is not addressed in the document; then report this as an issue in documentation.

    If the admins did that, the list would be long. There are examples on how to index documents in every project, plus there is community help. There is absolutely no need to report documents that are different from the examples. There are variants of what to index in every project. If the admins included every variant of every document, nothing would get done.

    Since it is not for certain if this was a page number or record number, and it's not our job to assume anything, s/he would mark it blank.
