Social Security submission date?

I have found a U.S. Social Security Applications and Claims record regarding Harry Reuben Blake who died 30 January 1956 in Los Angeles, California, USA. It includes a "claim date" of 27 June 1947, and a "submission date" of 18 November 1977. What do these dates mean?

    The Claim Date is when Harry applied to receive his SS payments. He would have been 77 years of age.

    The 1977 date is not a submission date. The 1977 date comes from a note confirming his details were in the database. I believe that was the date when the computer system was updated.
