Does creating a new account requires confirmation of accepting FS Terms of Use ?

Does the procedure of setting up a new account requires from a new user to confirm and accept FS's Terms of Use ?. Are they visible at a certain step of creating an account ?.

The creator of the new account must agree to the Terms of Use, but that doesn't mean the person will have read them. There is a link to access the Terms, but many people don't bother.
