Is there anything that can be done at the FamilySearch end about image quality? I do play with the image quality at my end, but way too may pages or parts of pages are unreadable

FS cannot adjust image quality. For images that are unreadable, return them, but do not mark them NNED.

@Asalyn My local library has many of the old city directories as paper copies. In fact, many of the digital images now being indexed were processed at my library. There are FS missionaries using the digital scanning process nearly every day.

The old directories were printed quickly on poor-quality paper. The images you see when indexing reflect that original quality.
