Editing time on web page

Whenever I try to change hours for our Library, it keeps saying invalid value.

1:30 pm to 4:30 pm

I've tried all sorts of different entries. It also happens with other applications.

It is always good to check the "Regional Settings" for difference in Time Zone and also country settings for language and system language.
