Should I index all names that appear in the image even if some names seem to belong somewhere else?

Here is the image I am indexing. In the red box are some names written. The ink is not as dark as the top ones. Should I index those after the previous ones and without a number?

    Normally we index all names listed. Ink or pencil usually does not make a difference but you should check all of your project instructions and field instructions carefully.
