US, New York—Eastern District Naturalization Records, 1899–1955 [Part D]
Many of the batches I receive are in this order 1. Oath of Allegiance (person 1) and Petition of Naturalization (person 2). Indexing the date the Naturalization Record was recorded is missing since it is recorded on the second page of the Petition and not included in the batch. The only other date I usually see on the Petition is the date the individual arrived in America. Do I index this date for the "Recorded Month, Date and Year? Or do I mark the dates Blank?

Neither of those. You need to use the reference images to get the petition's date from the following image.

With the PET, the Record Date is located in the Affidavit of Witness section, which is on the back of the PET. The Record Date begins with Subscribed and Sworn to before me. When the PET is Image 2, you'll have to go to the +1 image in Reference Images to obtain the date.
When your batch starts with the OOA, you will disregard the Affidavit of Witness date, as it belongs to the previous batch. Instead, you will use the date that starts with Sworn to open court. You can go to the -1 reference image to see how the petitioner's name is spelled, but that is the only information you can get, as the OOA is only the name and the record date.
