For instance, in the 1870 Census for New York, New York, Ward 8, ED 1, pages 18 to 39 are missing on familysearch. (They are visible on ancestry.com). Is there a way to report something like this?

You might try reporting with a detailed email to books@familysearch.org . That's the place to report any errors in the catalog, and I've used it successfully for reporting catalog problems and Images issues. Even if it is not exactly the right place, the group there should be able to get it to the right person. At a stretch, it's a catalog error, since the catalog entry does not indicate that X pages are missing. Good luck!
