I recently discovered that the Pennsylvania state government has indexes of statewide birth records from the 1906–1917 on their website. Somehow this data doesn't seem to be on either Ancestry or FamilySearch. Is there a place to suggest projects given records which have already been scanned, and just need to be OCRed and transcribed/checked?

There is no way to suggest projects. FS, and I'm sure this is the same with other sites, must have a contract with the administrator of the records before indexing can begin.

If it's already indexed, why do you want it to be indexed again?

I believe the OP wants the indices to be searchable by name. Currently, they are only browsable.
