It's part of the URL for something on FS, and it's only really meaningful to the computer. It's sort of analogous to a post office box number: it's how your browser tells FamilySearch's web servers which file it should send over.
The numbers aren't completely random, of course: "2:2:2:" is generally somewhere in Genealogies. (Historical Records generally have "1:1:".)
