Create a person, they're suddenly marked Confidential...and now I can't merge to another account?

Uma cannot be matched to Uma Anand for unclear reason, kinda annoyed/wondering whether that's happened to other dead people I've created.

I have yet to see an explanation for confidential status that makes any sense whatsoever. I don't know who FS believes it's protecting, and from what, because there is nothing on a deceased person's profile page that connects to any living person, whether that person contributed to the profile or not.
Given that there isn't a procedure in place by which one can request reversal of the bot's actions, I believe your best option is to delete or abandon the confidential profile, using the non-confidential one instead. And in the future, avoid any mention of places in the Middle East in Family Tree conclusions; put those details in reason statements and collaboration notes, where the bot doesn't look.

Rhonda, the issue is that it says "Administrators mark records as confidential if the ability for the public to view the information could harm the contributor", there's no way Uma's article could possibly harm/endanger me or her or any existing family...she's a random Indian c-list celebrity long-dead and no relation to me. It's even more silly because ONE profile of her is confidential and the other is NOT - so they can't be merged, lol.

Julia, thank you - I'll try to take your advice, but it's really obnoxious because without putting in a birth-city etc, there's no real way to get research hints or even find records easily for family members who grew up over there.
