Change an Indexing Sample?

In US—Bureau of Land Management Tract Books, 1800–1955 [Part D][M3VD-Q54], your Sample Number 1 gives an 1887 date as the date to index. However, the Project Instructions state that when more than one date is given (except for rejections), the most recent date should be indexed. The most recent date in the sample example is Jan. 5/93. Shouldn't that date (expanded to 1893) be the date to index, according to your rules?
