I assume you are the one who uploaded the image AND that you have an email associated with your account. When your image was restricted you should have received an email with further instructions. If you did not I suggest you delete the image and upload again after giving the image file on your computer a slightly different name (in case images are kept on a server). This time if it is again restricted, look for an email and follow the instructions you are given.
renaming the file will not make any difference . . . it goes through an automated systematic process - that does not rely on what the file name is - bur rather the content of the file.
if she deleted the first one - it will let her upload it again - but she will have the same restriction issue (but hopefully, receive and see the email (be sure to look in clutter/spam folders)
if she does get the email - she can reply to it and ask them why it is being restricted.
if she doesn't delete the file - and she attempts to upload again - it will detect a duplicate again even if it had a different file name.

Dennis, yes you are right, but the reason I told her to do that is because she may have missed the email that comes with blocking an image, and any time you upload the same image it recognizes the duplicate and won’t let you proceed. I thought if the image file is given a different name it might let her upload it and this time she could look for the email with directions on how to request unblocking.

Any time a restriction is placed an email is sent out - however there may be reasons that you never see the email - such as spam filters your email provider has in place - that may move the email to a folder other than your inbox - or may even prevent you from getting it at all.
