Ability to add to tree, a person not connected to the tree

I was volunteering with the Family Bible tagging project. It would be great if a person not already on the tree with no apparent relationships in the tree, could still be added in as a disconnected person. Later, the person can be found and added to someone's tree.

    This exists now, when you are on any person page, go to recents tab and at the bottom is + add unconnected person.
