The catalog record seems to be Registros civiles : municipio de Navojoa, Sonora, 1888-1995 https://www.familysearch.org/search/catalog/711854
Looking at your list above, I think the records are not available due to privacy reasons, or are items on a film where other (unconnected) items are not available due to privacy reasons. In the latter case FamilySearch currently has the practice that if one item on a film is excluded, all items on that film are excluded.

As an example, 1956 deaths is film 2052565 Item 6. A microfilm reel appears beside this film in the Catalog (see the above link), indicating you need to go to Salt Lake City to view the microfilm in person.
This reason for this becomes apparent when you look for the other Items on the same film. Items 3-5 contain deaths from 1956 and 1982 in EL CHINAL. https://www.familysearch.org/search/catalog/711740?availability=Family%20History%20Library In almost all countries, deaths from 1982 are too recent to be published. The film has 23 Items, I didn't check all the others but it's possible that there are more Items that cannot be published because they contain very recent records. As @MaureenE123 said, if one Item cannot be published, then the entire film cannot be published.
