Duplicate page, and possibly missing page
These two images are of the same page. I suspect there's an actual page missing, because family number 49 (Isaac and Jacob Feder on this page are from that family) should have 6 members, but only has 4. I don't see page numbers, so I can't know for sure, but that's what it seems like. Is there any way to check this?

I'm basing my conclusion about the continuity between images 35/36 and 37 on the fact that the last entry on the one has the same rare surname and is from the same household as the first entry on the other. The ordering is all over the place, but it's not quite that random.
The sixth member of household 49 may have a different surname (if it's for example a boarder, or an in-law), in which case finding that entry will involve looking elsewhere than this weird index (since the index of the index did not include the household number, and there's no search field for that anyway).

It looks like images 35 and 36 are the same page, i.e. it was filmed (and indexed) twice, but I believe image 37 (https://www.familysearch.org/ark:/61903/3:1:939Z-YGSM-HT?i=36&cc=1794115) is the next page, so there's nothing missing.
I can't quite figure out what order the names are in: they're grouped by surname starting letter, but are not alphabetical within that, and there are household members scattered on multiple pages. Household 49 has members on image 33 (line 27), image 34 (line 30), and image 35/36 (lines 13 and 14) -- but notice that these are all male. The other two people must be female and therefore aren't listed in this weird index of males.
Found one of the females: image 121 line 13 (https://www.familysearch.org/ark:/61903/3:1:939Z-YG91-S1?i=120&cc=1794115). I really can't figure out the order.

How can you tell that 37 is the next page when there are no page numbers, and it's not alphabetical within the initial letter? That's my issue. It's mostly divided by role. They have tons of Heads together, tons of wives together, and so on for sons and daughters. There are exceptions, but that's why you're seeing so many men there.
That link you gave in your last para has Teresa Feder from family 49 and Paulina Feder from family 123. Both are the wives of their households.
