The film concerns Oberwil bei Büren: films from canton Bern cannot be viewed from home (at least not in Switzerland).
There are two options:
1) You download the page and post this here - see https://community.familysearch.org/de/discussion/comment/458272/#Comment_458272.
2) In addition to parish (rather than a film number) and info on the names you give the date of the marriage: Bern records can be viewed at the Bern State Archive site - with inferior quality, but many are sufficient to read them.
BTW - I had proposed a structure for discussion titles on https://community.familysearch.org/de/discussion/129680/what-title-would-be-best-for-postings and hope for many opinions: what do you think about this? Alternatively you could just adopt this format in your future postings 😉.

The name of the town appears to be Waltwil, a small place by Wengi.

Waltwil near Wengi bei Büren makes sense: Wyss have been citizens of Wengi since before 1800.
Question: which year is this?

It is in the year 1723. I found the record on FamilySearch, but the record can also be found in the Bern State Archives for Oberwil bei Buren, book 11: K Oberwil b. B. 11 Eherodel (1613-1752. Page #114.

I was sure it would be available from the Bern State Archive as well ... just didn't feel like checking 3 centuries without knowing the year 😁.
