Remove the requirement for Description of Immigration box

I just noticed that if you are adding immigration you now have to put something in the "Description of Immigration" box in order to Save. You have to add something to the box even if there is already information there every time you want to Save, so I think this must be a mistake. I've just been adding spaces since I have no additional, non-redundant information.

    I just added an immigration, and it was perfectly happy to save without a description -- as long as I entered a place.

    In other words, it's requiring either a description or a place. If this is a change, it is not a welcome one.

    I was able to tweak the place (I made it into "probably Ellis Island") and save, still without a description, so I wonder whether your inability to save an edit was due to there not actually being an edit? The "Save" button is unavailable if the conclusion is unchanged.
