Ask a Question button missing on smaller screens or portrait view

unable to see “Ask a Question” when screen is rotated to portrait or enlarged enough that “Quick Links” drops to bottom of page rather than on the right side.

It's disguised under that little blue plus sign thing a random distance down the page.
