Clarify Project Instructions in Indexing, U.S. Land Management Records, Part C

In indexing https://www.familysearch.org/indexing/batch/63fa5701-a8fa-405b-ad65-69f7e181f785, the Project Instructions for Sample 1 indicate that the first date should be used while indexing. However, an "F.C" shows a later date. Further down in the Project Instructions, indexers are instructed to use the most recent date given, with exceptions that do not include "F.C." Please indicate whether a date after an "F.C." should be the date used or not.
