I am onsite in SLC and am unable to access locked films on my personal PC. The same thing happens on my PC at my FHL in Minnesota. It happened on my old pc too.
For example film no. 4166687 is locked on my PC on site. Others are using their personal pcs not the curch's and they are ABLE to open the films.
Using the library pcs I can open the film. But at our local FHL we only have 3 pcs and so I often cannot get on one of the church pcs.
I have deactivated my Norton and VPN but it still does not work. What is wrong?

I have just tested access to the 4166687 film collection of image and have been unable like you, to gain access. Sometimes the availability of film images fluctuates and we have no direct way of knowing when availability will be there for us.
However, I suggest you book a meeting with the FamilySearch Library in SLC and communicate with an agent there, who will have access to these film images and may well be able to provide you with the information you are seeking. Please follow the link below to achieve this:

I have not been to SLC since the changes to access, so I can't speak with absolute authority on access there.
The changes, instituted in the summer of 2021, removed wireless access to the restricted (key icon) records at local FHCs on our own laptops at FHCs. Those records can now only be accessed on a center's hard-wired computers.
I suspect that the same restriction applies in SLC.

20 March 2022 Ken Richins said "The current policy is that the Chrome Extension is ONLY licensed for use on Family History Center Computers. The current policy says that only Family History Center Computers may have access to the Premium sites offered on the Family History Center Portal page. The policy also states that there are no Wi-Fi access points on the Family History Special virtual local area network in ward or stake buildings".
28 September 2022, a Family History Centre Director rang Help Support and was given information which she summarised as "Thus, the answer to my question is ... yes, it can be done, but it should not be encouraged until it is rolled out. If someone stumbles on it, we don't have to stop them, but we should not be actively educating people about this functionality until it is rolled out".
