How can I add a new indexing project for a country without indexing project?

In:

'Get Involved' -> 'Indexing' -> 'Find a project'

there are many countries to choose from but not the one I want: Uruguay

How can I add a new indexing project for this country?

Really sad that Uruguay has not a project. Hope someone can add one soon.
