how can I change a living person to deceased and fix ordinances

@Linda L. Griffith, no ordinances will show for any Living person. So the first step, on the Living person's profile go to their Vitals section and on Death press Edit. Then change Living to Deceased, explain why you know this person is deceased and Save. After that merge any correctly shown duplicates.
