Marriage license for Douglas and Jo Ann

My brother in law, Douglas has had several marriages. His third marriage was to Jo Ann. Jo Ann. Jo Ann is unable to remember when she and Doug married or divorced. I have searched and searched. Recently Jo Ann hired a private investigator to find she and Doug's marriage date. Supposedly he found it. What would he have access to that I would not in order to find the marriage license? Jo Ann married... They were living and in High School in Shawnee, Oklahoma at the time. They had two children Capricia and Clifton. They were divorced. When and where I have not found. Doug and Jo Ann had twins Wendy and Cindy. Then they had Rebecca. Sometime during their marriage Doug adopted Jo Ann's children Capricia and Clifton. At the time of Doug and JoAnn's marriage Doug was working at Tinker Air Force Base and JoAnn thinks they got married nearby. I have checked Oklahoma County, Cleveland County, Canadian County, Pottawatomie county and Seminole County in Oklahoma and Gainsville, Cooke County, Texas. Suggestions where I should search. Help please

    @Deborah Price_2 Hello Deborah. You will note that I have had to do a major edit on your post. Sorry, but we limit one's ability to post information about living people. I assume most of the people you mentioned are living. You asked the question..."What does a private investigator have access to that I do not?" First of all, most of the records you mention are so recent, that it is unlikely you will find the information on a genealogical site...not impossible, but unlikely. Much of this information is privacy protected. Each state and/or county has its own rules about what information is privacy protected. You will need to contact the county clerks or county recorders for the places you are interested. Find out who can have access to the records you are interested in and how much they would cost, also ask if the records are online. Good luck with your search.
