How can I get the read-only lifted? And how do I find out why the restriction was put on in the first place?

When I contacted "support" they redirected my question to this community. A circular dead-end. I was wanting to add a picture of my 3rd great-grandmother but it is a read-only profile. How can I get the read-only lifted? And how do I find out why the restriction was put on in the first place?
