How do I Index "Persons not assigned to dwelling"?

I have been reviewing families and I don't know how to compartmentalize people who are listed under "Persons not assigned to [any] dwelling" - do I make each individual person a family? Do I make families if people have the same surnames? There is no "relationship to head of household" listed in the column.

    @KathrynAS That is a great question. Our "experts" suggest that you do the best that you can with what you see. Sometimes there is an address on these, and if so, that information could help. When there is not, if it looks like a family, you can make a judgement call there. We don't have any more information than you do about whether or not they are a family, so you are trusted to make your best guess based on what you see.     I am frustrated with my own family. They were living in a residential hotel because they had just moved quite a distance. My father, mother, and older sister are all listed on separate pages, two of them "not assigned to a dwelling."
