"Military Records"?

I recently received an email indicating that my grandfather's "military records" had been found. When I opened the link, all that was there was an image of my grandfather's draft card. A draft card does not constitute a "military record".  Yes, my grandfather had a draft card, but he was 32 years old at the start of the U.S. involvement in WW I and he never served in the military. Likewise, I and virtually every other male baby boomer had a draft card, but most of us never served in the military.
