conflicting instructions pertaining to assuming sex identity

Doing New York birth indexing. Instructions state do not type "blank" in fields with no information but won't let batches submit without blank in the empty fields. Also, we're not supposed to assume the gender but will not allow submission without designating it. Names like Marion, for example, during this time period were used for both sexes. Suggestions?

    Hit Ctrl B or the Blank Field icon to blank the field if no sex is given. Most of these won't have the sex given and we have to have something in that field in order to submit the batch (so we blank it). We don't assume sex by the given names. Be sure to click on the purple circle with the question mark that's in the box with the title of the field in order to read the field help, which is specific instruction for that field. All fields have a field help.
