Can I index a record with no year on it?

I am currently working on US, New York—Birth Indexes, 1881–1942[M3G3-L1H], and one of the images therein has no birth year on it. It has full names, dates, the cities of birth, but I cannot find a year. Is this enough information to proceed with the record?

Yes, you can mark the field blank per the field helps:

If you cannot determine the 2-digit or 4-digit year, press Ctrl+B to mark this field blank.

Field Helps are accessed by clicking on the purple question that appears when you click on a field. They often provide additional instructions.
