Question: WHAT happens, when you select that: ! Click the Image to tag [ ... ] ?
Please advise/clarify.

Have you tried accessing the "Downward Arrow" (ie. "V"), to the 'Right', of the individuals/persons name?
Doing so, will also allow one, to "Tag"; and, "Edit" a "Tag".

Unfortunately not. I have successfully used memory pages in the past, but now when I add a photo or document, the new page becomes locked so that I can't click anywhere. Even the forward and back arrows won't work.

An "Oldie"; but, STILL, often, a "Goodie" ...
Have you to tried, 'Clearing', the 'Cookies'; &, the 'Cache', of your 'Browser' (&, even, 'Browsing History'), lately?
It does not always work; but, more often than not it does ...
And ...

What, "Browser"; and, "Operating System", are you using?
And, are the, "Browser"; and, "Operating System", that you are using,
▬ FULLY "Supported", by 'FamilySearch'?; and/or,
▬ "Up-to-Date"?
[ ie. With the LATEST (or, in the least, the PREVIOUS) "Versions" of each ... ]
I principally use, the "Browser" of 'Google' "Chrome"; but, also, the "Browsers" of, (Often) 'Mozilla' "FireFox"; and, (Sometimes) 'Microsoft' "Edge", all with the "Operating System", of "Windows 10"; and, all with the LATEST "Versions" of each.
IF, your, "Browser"; and, "Operating System", are NOT using the LATEST (or, in the least, the PREVIOUS ] "Versions", of each; plus, if your "Browser", is NOT fully supported, by 'FamilySearch'; THEN, you may (or, I suggest, WILL) have problems/issues, using 'FamilySearch'.
Just my thoughts.

1) I cleared out the cookies and the browsing history, both on FS and on the browser, and did a reboot, but without success. Everything on the Memory page is stuck, none of the links on the page work
2) I'm using the latest version of Google Chrome with Windows 10
3) I have previously added photos and documents to my Memory page without any problems. It's just within the past month or two that I have started having issues.
Thanks for your help Brett but it must be something else.

Problem solved! I am using Bitdefender Antivirus software on my computer. When I opened the FamilySearch Memories page in Bitdefender Safeplay, everything worked properly. 🙂
