Merging my mother who is deceased and who is related to a read only person

My mother's record has three different records with three different PID's I am unable to merge these records because she is related to a read only person and it will not allow me to merge her records. I have verified that this is the same person, she passed on 5 April 2017. Please help me know how I might merge these three records.
