Why am I not getting any text messages from other FS.org users? ATTN: N.America team

I have my permission settings set to receive a notification via text when another patron sends me a message.
For about 3-4 months now I have not received any notifications via text to let me know that there is message from another patron, even though there have been messages waiting for me when I sign in to FS.org. Before this time, I always received a notification via my phone that a message was waiting for me.
I have checked multiple times to be sure that my setting for this permission is on.

Email notification hasn't been working either, and for about the same time period.
