From the repeat of the name toward the bottom of the page I would say it was Swayeor but I could well be wrong.

I've found with other African records written in English, that it's best to look at familiar words to try to make out letters in the names. Especially with certain letters. In this one you can see that in the word Freetown, it appears the "n" is left off. Yet look at the end of Freetown below in the Informant's address. Ns and ms often look like us and ws (see the m in Campbell), and rs look like vs (e.g., Sierra; but the end of Leone makes no sense).
Unfortunately, I don't think you can positively make out the letters in this last name because the handwriting is so inconsistant. It looks to me like it might be an "i" after the "S".
And this is a record from 2011, so can't blame it on old-fashioned writing, just bad handwriting. 😕
