How do record sets get "in the queue" to become an indexing project?

For example, this record set is not indexed:

Heirship Records (1887-1930) from Grande Ronde-Siletz Agency, Oregon

https://www.familysearch.org/search/catalog/266383

Is there a way to get indexing stated on it? For example, could a local genealogy society adopt it?

    Sadly, there is no way to get the project in a queue to be indexed. Here are links from the Help Center that explains this:
