On the Birth State box would I put Germany or something else?

    I forgot to mention, I also couldn't find the Birth Country because of the Birth State

    Yes, Since this person was born outside of the US. In the Birth you would index it it as the country ( In this case Germany).

    There is a field for the country to be indexed. German is the country they were born in so index Germany in the Country born field. Mark the State field blank. They were not born in any state.
