Starting an indexing project for a village in Spain
I see many responses about why Family Search cannot start new indexing projects.
I am looking in to photographing and uploading all the birth/death/voter records of a small village in Spain (Palanques, the birth village of my grandmother). The number of records is small as the population decreased from 250 in early 1900's to only 30 now.
What other organizations might I contact in order to start an indexing project to make these records available?

The important thing is that you have obtained permission from the record custodian/owner to publish the records. Many record custodians may not mind that you photograph records for personal use - especially in a limited scope - but publication/distribution of an entire collection may be another matter. Once you have obtained that permission/right to publish/distribute - usually a legal document/contract - you should be fine. To my understanding - another option is to create or publish a transcription. A transcript is essentially an index especially if created digitally - this is usually considered Fair Use of genealogical data - however its publication/distribution will again require agreement of the record custodian. As Mirevo mentions below - you should only publish records that additionally do not violate privacy laws.

Consulting the civil registration central repository you may be able to determine if records from Palanques have been included already.

Records do not need to be indexed to be made available. Most of FamilySearch's holdings are not indexed.

When you are indicating to photographing and uploading all the birth/death/voter records of a small village in Spain (Palanques, the birth village of my grandmother); the number of records may not be as important as is the copyrights and or permission of the record's owner or guardian.
- Materials must not violate current privacy or copyright laws.
- Materials must be accompanied by a completed Permission to Duplicate form.
You may want to look for an organization or society that work with this records or may be related to this country or region.
