Go to: https://www.familysearch.org/research/places/?pagenum=1&pagesize=20 and click in the upper left corner on "Suggest a new place."
However, I do see Butte County, CA already in the database at: https://www.familysearch.org/research/places/?searchTypeaheadInputText=butte%20calfiornia&text=butte%20calfiornia&focusedId=392326
And when I try to use it in Family Tree, it comes up just fine whether I include the word county or not:
What trouble are you running into with it?

Just in case ...
Please be aware, that ...
You DO NOT specifically NEED, to have a "Map" 'Pin'; as, long as, the 'Place' has been "Standardised" ...
Even, WITHOUT, a "Map" 'Pin', a 'Place', that has been "Standardised", WILL appear in the "Time Line" ...
In other words ...
"Map" 'Pins' are NOT necessary ...
ALL, that a "Map" 'Pin' does, is that it designates ...
A 'Place'; as, recorded (ie. as appears), is the EXACT Same; as, the actual "Standard".
That is it ...
Nothing more, nothing less ...
Too MANY Users/Patrons, believe, that "Map" 'Pins' are necessary.
And, in many cases, to the DETRIMENT of the individuals/persons, in the "Family Tree" Part, of 'FamilySearch', "Change", the record, of a very "Complete" (and, I might add, ABSOLUTELY "Correct") Address (ie. 'Place'), with a Street Number; and, or Building Name; plus, a Street Name, that HAS been "Standardised", to just a "Locality", without a Street Number; and, or Building Name; plus, a Street Name, SADLY just to have a "Map" 'Pin' appears.

I noticed that you have included the word "county" in your question about adding a place name. You may already know this, but "county" is not used in the list of standardized places, as you can see from the examples from @Gordon Collett above.
I know you are not indexing, but here is an article on how these place names are indexed which gives this information:
