Standard location for Shippensburg, Pennsylvania

Shippensburg is a borough in Cumberland and Franklin counties in the U.S. Commonwealth of Pennsylvania. Settled in 1730, Shippensburg lies in the Cumberland Valley, 41 miles (66 km) southwest of Harrisburg, and is part of the Harrisburg–Carlisle Metropolitan Statistical Area.

When you go to enter a location for Birth or Death the only standard that comes up is for Cumberland County. An individual can still be born or died in Shippensburg Franklin County but you cannot standardize this unless you use Cumberland County.

When I was on a Family History Mission we taught to enter information correctly. I also teach this as a consultant and Family History Center Director. It is impossible to do this in this situation. A Standard needs to be added for Shippensburg, Franklin, Pennsylvania, USA and not only Shippensburg, Cumberland, Pennsylvania.

How does this added choice get added to those in the Standard List?
