Two questions
One: The family tree starting person does not change to another family member when I try to change it. (even though it appears that I have under settings.
Two: My relationship to my wife shows as 13th cousin once removed, NOT my wife. Her twin sister on my tree shows as no relationship or beyond 13 generations. Some sort of a glitch??

ONE ...
I just checked ...
I "Changed", the "Family Tree Starting Person", under the "Account" 'Tab', of "Settings" (in my Account) ...
And, I "Refreshed", the page/screen, to be certain, just for good measure ...
When I 'accessed', the "Pedigree" View (eg. "Landscape"), the NEW "Starting Person" appeared as the base.
[ And, I selected, one of my Wife's Grandparents ... not even mine ... ]
It worked, just fine ...
So ...
That Said ...
I do not know, what has gone wrong for you ...
And ...
Yet ...
As an aside ...
When I 'Checked' MY 'Relationship', to that NEW "Starting Person" (from their "Person/Details" page/screen) ...
NOTHING had 'Changed' ... they we STILL ... MY WIFE'S GRAND[Parent] ... regardless of the 'Starting Person' ...

Short Answer: 'No', not necessarily a "Glitch" ...
As, there CAN be MORE than one "Relationship", to any individual/person, including one's immediate Family.
Usually, the "Family Tree" Part, of 'FamilySearch', takes the EASIEST; and, most direct route ...
But ...
That Said ...
Such, is NOT always; as, one would expect ...
And, here, I stand corrected, if an am wrong ...
As, I believe, that "Family Tree" Part, of 'FamilySearch', may 'look' through one's DIRECT Lines; BEFORE, just "Jumping" to, one's "Spouse's", side.
Hence, most probably, why the "System", in your case suggests "... 13th cousin once removed ..."
As, when I check, the "Relationship", in the "Family Tree" Part, of 'FamilySearch', to my Wife, I get:
No Relationship Found
You have no direct relationship to this person in Family Tree, or your common ancestor is beyond 15 generations.
And ...
Yet, my Wife and I, DO "Share" some "Common Ancestors" (in fact, quite a few) ...
[ ie. Including, the likes of, "Brigham YOUNG", one of the Presidents of the Church ... ]
[ But, that said, often, it MORE than just x15 Generations back; where, it all starts ... ]
Now ...
That Said ...
"Relationships" in one's "Ancestral" Lines are both, COMPLEX; and, COMPLICATED ...
[ And, often, one MUST go back, MUCH Further, than just x15 Generations ... ]
NO "System", will give one, ALL the various "Relationships", that may exist, between, yourself; and, another.
And, various "System", WILL provide, DIFFERENT answers ...
[ Some will be the SAME; but, others will be DIFFERENT ... ]
NONE are PERFECT ...
Life is just TOO complicated ...
Such is Life ...
I know, that this certainly may not help/assist; but, I hope, that this may provide you with, some additional, insight; and, perspective.

Thank you for you thorough and thoughtful reply. I followed your tips and pretty much discovered the same thing, relationships do not change after changing the starting person. As for the cousin thing, who knows? Sharing that info with my kids did provide for a bit of incest comedy, though.
