Merging two names when it says one has been deleted?

I am trying to merge two names but when I try to do it it says that one has been deleted and yet when I enter the different ID numbers they both come up as being active.

    Are the two person you are trying to merge living or deceased?

    We will need the names of the two that you want to merge, as well as their ID numbers so we can replicate your problem.

    Also, could it be someone has already merged them? I do that to myself every now and then. I try to keep track and plan for which ID should be kept and which should be deleted.
