I am just another 'lowly' User/Patron ...
That is a good question; as, the record has been "Digitised" (as, such has a "DGS" Number"); but, the 'Format' is "Blank" (ie NOTHING); and, there does not appear to be a "Index" for ANY of those records; as, there is NO "Magnify Glass" Icon, which would indicate an "Index" (so, most likely, an "Image" ONLY Collection).
Perhaps, 'FamilySearch' is STILL trying to get those "Images" uploaded into 'FamilySearch' - we can but hope.

Not that I can be of much help/assistance.
But ...

Here are some "Knowledge Articles" in 'FamilySearch':
Why do some indexes have access limitations?

Why are there access limitations on Historical Records?
What are the image restrictions in Historical Records?
I know, that this may not help/assist; and, I hope, that this may provide you some additional, insight; and, perspective.

The absence of a film number indicates that the records were initially filmed in a digital format and not on microfilm (This is not surprising, as according to the Catalog they were filmed in 2019). The absence of a icon for "born digital" records indicates that the digital images are not currently published. It could be that FS is still working on uploading them- the Catalog has been undergoing maintenance for several months and no new records have been uploaded during that time. But what I would guess, considering that births up to 1918 are available, is that they haven't yet unlocked records that have become more than 100 years old. The earliest they can do that is when the Catalog finishes its maintenance, which will be during 2022.
