Family Tree and Life Summary have different birth places.
In looking at the Life Summary of a parent it shows his birth place as Akhtyrka, Khar'kov, Russia. Family Tree shows the birth place to be Slovgorod, Russia, which is correct. The Life Summary appears to be incorrect as Akhtyrka, Khar'kov, Russia is most likely in Ukraine, about 4,000 kilometers apart. It is true his ancestors were from Ukraine but not sure how this conflict can show up in the Life Summary.

To what are you referring when you mention the Life Summary? If you mean the "The Life Summary of..." section of the Discovery page of a person as are found at ancestors.familysearch.org (eg. https://ancestors.familysearch.org/en/KWCZ-MPR/charles-capper-collett-1882-1961 ) then there are two possible cause for what you are seeing:
1) Someone edited the place name within the past two weeks or so. The discovery pages lag behind on updating about that long. Eventually it will correct itself.
2) The discovery page appears to show not what place names are displayed on a person's profile, but rather the standard linked to that place name. For example, in the example I have given about, his Family Tree profile page has his burial place as "Wasatch Lawn Memorial Park, 3401 Highland Drive (1495 East), East Millcreek, Salt Lake, Utah, United States" this is standardized, correctly, as "Wasatch Lawn Memorial Park, East Millcreek, Salt Lake, Utah, United States." It is the shorter standard that shows on the discovery page. Sometimes, someone will make a mistake and the standard linked to a place name is not correct. To correct this, you need to edit the place name in Family Tree to set the correct standard. Then wait a few weeks for the discovery page to update.

Yes, I mean the "Life Summary of..."
Neither of your answers would be correct possible solutions. He was born in Slovgorod, Siberia as the family tree has correctly shown for many years. The discovery page shows a location in the Ukraine thousands of miles away, so it is not a standard place name. For some reason Family Search thinks Akhtyrka, Kharkov, Russian Empire is in Siberia when it is in Ukraine.

I know, that this does not help/assist; but, perhaps, Slovgorod, Siberia, Russian Empire; as, a 'Place', needs to be added to the "Place Names" Database, in 'FamilySearch'.

Since neither of my initial theories based explain what you see, then the only way to really answer your question is to take a look at the actual situation. What is the ID number of the person where this place name problem shows?

The ID number is 9NCX-TM8
This is Slovgorod Russia. It is also spelled Slavgorod.

The ID number added above, 9NCX-TM8, is for a Ralph George Brittner, His Birth place says Slovgorod, Russia, but it is standardized to Akhtyrka, Kharkov, Russian Empire. The following article may be helpful in correcting the standardized Birth place name .

Here is the current situation with Ralph's birthplace:
His Display Place Name for his birth is set to Slavgorod, Russia (1). This is what displays on his profile page. This is how it was originally imported into Family Tree in 2012. It has never been changed. The change log shows that Judith edited birth information three times. Once was to change the date from Aug to August. Unfortunately the Change Log, since the editing just had something to do with standardizing, does not show what actually happened the other two times.
His Standardized Place Name for his birth is set to Akhtyrka, Kharkov, Russian Empire (2). This standardized version is what controls the Timeline map:
And is what is displayed on the Discovery page for some reason. Akhtyrka or Okhtyrka does appear to be mapping correctly and as Brett pointed out is entered correctly in the Places database.
What there is no way to tell, is whether the incorrect linking of the wrong Standard Place Name to the correct Display Place Name occurred during the initial import into Family Tree or if Judith accidentally did this during one of her edits.
As Sanra points out, this is easy to correct. Open the editing box for his birth place then click in the Standardized Place Name field:
This will open the drop down menu and you can select the correct standard. If none of these are suitable, you need to enter a more complete birth place. You mentioned that Slavgorod is in Siberia. Adding that to the place name gives more choices for the standard:
If still none of these are suitable, you will have use Siberia, Russia for the standard at this point. To do that, do not click on Siberia, Russia. Instead click on the top line in the menu, Slavgorod, Siberia, Russia.
This will at least get his Discovery Page to say Siberia after it synchronizes with his profile page in a couple of weeks.
You can follow the directions in the second help center article that Sandra provided to request the correct Slavgorod be added to the Places database by going here: https://www.familysearch.org/research/places/?pagenum=1&pagesize=20 and clicking on Suggest A New Place in the upper left corner. After it gets added, then you can update Ralph's profile page once again and finally get the Discovery page correct.

There still may be the possibility, of a case, for such, to be included in the "Place Names" Database, in 'FamilySearch', if such a 'Place' exists, in the Region of "Siberia"; as, you suggest ...
