Happens to me nearly every day. It's a glitch in the system. The first "review" is by a computer AI that is not capable.
When/if you receive the email telling you the image has been restricted, respond and ask for a review by a human.
One thing - if the newspaper announcement is modern, it will likely still be under copyright, and that may also be a problem.
