Missouri license recorded but no marriage occurred. Do I index it?

There is a record of the license being issued but then the record shows that the license was returned and not used. What do I do with this record?

    I was waiting to see if someone would answer this who had access to Missouri marriages. Since it is now November 15th, I will respond. Unless the project instructions say otherwise:

    We do index these types of records, even if they are returned and not used. They fall under the general indexing guideline for Crossed-Out, Corrected, Cancelled or Void Information.

    As I recall from my previous work on these, the field help for the dates has a priority list and you would index the license date.
